Greetings and peace in Christ!

We are writing to inform you that we will be compiling all the multimedia presentations (photos, videos, PowerPoint presentations, etc.) for the Miting de Avance to be held on February 15 (Monday) for those who are running for positions under the School Board (School Chairs, Secretary-Treasurers and Executive Officers) at at the Colayco Pavilion, and February 17 (Wednesday) for those who are running for positions under the Central Board (Top 4 and Central Board representatives) at the SEC Field. Both events will start at exactly 4:30 PM. Attached is the program flow for both events. Kindly observe the revised time allocated for the position you are running for and limit your presentations accordingly.

Please submit your multimedia presentations by e-mail (heyitsmima@gmail.com) or burn them in CDs and leave them in the Operations Room (MVP 010) labeled To: Mima Mendoza, Assoc. on or before February 12 (Friday).

ALLOWED CAMPAIGN PARAPHERNALIA RELATIVE TO THE 2010 GENERAL SANGGUNIAN ELECTIONS

Promulgated: 25 January 2010

The Ateneo Commission on Elections, by virtue of the powers vested in it by the 2005 Constitution of the Undergraduate Students of the Ateneo de Manila and its most recent amendments, and Article VI Section of the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila Electoral Code ratified on January 11, 2010, the Ateneo Commission on Elections RESOLVED, as it hereby RESOLVES, to promulgate the guidelines on the distribution of campaign paraphernalia:

Section 1. GENERAL RULE. All promotional materials allowed in the Loyola Schools, the quantity and size of which have been set by the Office of Administrative Services and the Department for Student Welfare and Services, may be used by any and all candidate/coalition/political party for purposes of campaigning.

Section 2. EXCEPTIONS. The following shall be prohibited:

1. The distribution of giveaways, which include but are not limited to:

a. T-shirts

b. Button pins

c. Caps

d. Lanyards/ID Lace

e. Notebooks

f. Bookmarks

g. Stickers

h. Magnets

i. Baller ID’s

2. The use of public announcement system

Section 3. APPROVAL. Prior to any distribution and dissemination, any and all campaign paraphernalia or script, in any form of media, shall be subject to the approval of the Commission.

Section 4. CONTENT. The election dates and venues shall be indicated in any and all campaign paraphernalia.

Section 5. OTHERS. Other specifications required for campaign paraphernalia shall be indicated in the Candidates’ Manual and discussed during the Candidates’ General Assembly.

NON-ACCREDITATION OF Partido Ignacio RELATIVE TO THE 2010 GENERAL SANGGUNIAN ELECTIONS

Promulgated: 22 January 2010

WHEREAS, under the Memorandum of Agreement signed January 21, 2009, the two recognized political parties in the Loyola Schools, IBIG-Agila and Partido Ignacio, agreed to undergo the Performance Management System, in order to create a stable and functioning political party system in the Loyola Schools, among others;

WHEREAS, under the Memorandum of Agreement signed January 21, 2009, IBIG-Agila and Partido Ignacio shall create a truce where the Commission shall withhold their accreditation until the two political parties have satisfied the conditions in the said Agreement;

WHEREAS, in light of the recent termination of the Memorandum of Agreement signed January 21, 2009, the Commission has opened for the accreditation of the political parties;

NOW THEREFORE, after submitting all the requirements due an applying political party and a thorough interview, evaluation, and inspection, pursuant to the powers vested in it by the 2005 Constitution of the Undergraduate Students of the Ateneo de Manila and its most recent amendments, and the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila Electoral Code ratified on January 11, 2010, the Ateneo Commission on Elections RESOLVED, as it hereby RESOLVES, to promulgate the non-accreditation of Partido Ignacio for the following reasons:

1. That the party has failed to submit an updated database;

2. That the database submitted by the party, as part of the requirements set by the COMELEC, has been found to contain erroneous data, that is, including names of students:

a. who were never members of the party;

b. who resigned from the party; and,

c. who are no longer enrolled in the Loyola Schools;

3. That during the interview conducted with the Student Judicial Court, the party failed to convey its political ideology in more concrete terms,

4. That during the interview conducted with the Student Judicial Court, it was revealed that the party does not have a concrete application and retention system for its members,

5. That during the same interview conducted with the Student Judicial Court, the representatives of the party gave answers that are contradictory to their Constitution and Code of Internal Procedures.

The party is hereby prohibited from participating in the upcoming 2010 General Sanggunian Elections and shall not seek accreditation until fifteen (15) days after the said elections, as provided in the Electoral Code.

Furthermore, the party is advised to re-evaluate its systems, to review and be familiarized with the party’s Constitution and its by-laws, and to undergo the Performance Management System through the Office of Student Activities.

PROHIBITION OF PRE-ELECTION CAMPAIGNING

Promulgated: 20 January 2010

Pursuant to the powers vested in it by the 2005 Constitution of the Undergraduate Students of the Ateneo de Manila and its most recent amendments, and the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila Electoral Code ratified on January 11, 2010, the Ateneo Commission on Elections RESOLVED, as it hereby RESOLVES, to prohibit pre-election campaigning for any and all of the Sanggunian Elections:

Section 1. Definition. Pre-election campaigning is hereby defined as any public activity aiming to induce voters to take part in voting for and/or against a candidate, a coalition or a political party.

Section 2. Public Activity. Any and all activity done in a public space that signifies his intention of running and/or campaigning for or against a candidate in connection with the Sanggunian Elections, shall be considered a public activity. The intention of the party involved in inducing the voters shall supersede in evaluating said activities as public.

Public activities include-but are not limited to-declaration of one’s candidacy publicly before the campaign period. The internet, and everything it encompasses, is considered a public space.

Section 3. Sanction. All complaints shall be filed properly through a written testimony and/or other supporting pieces of evidence and shall be directed to the Commission. The Commissioners shall review all pertinent data and take action within forty-eight (48) hours after the complaint has been filed. Any aspiring candidate who took part in any of the activities, if proven guilty, shall be disqualified from running in the current elections. All pertinent decisions regarding this matter shall be made in consultation with the Student Judicial Court.

ACCREDITATION OF IBIG-Agila RELATIVE TO THE 2010 GENERAL SANGGUNIAN ELECTIONS

Promulgated: 20 January 2010

WHEREAS, in light of the recent termination of the Memorandum of Agreement signed January 21, 2009, the Commission has opened for the accreditation of the political parties;

NOW THEREFORE, after submitting all the requirements due an applying political party and a thorough interview, evaluation, and inspection, the Commission hereby accredits IBIG-Agila for the following reasons and conditions:

1. That the party has a clear definition of a political party;

2. That despite financial and time constraints, it has functioned as an organized political party;

3. That it has participated in and responded to the activities of the Sanggunian, by releasing political stands, among others;

4. That it has a clear and established recruitment and/or retention system for its members;

5. That it shall indicate in their Constitution a clearer transition process from one board to the next board;

6. That it shall make use of this opportunity to concretize its political ideology in preparation for the Freshman elections;

7. That it shall continue to undergo the Performance Management System through the Office of Student Activities, in order for it to have a better grasp of the current systems in the Sanggunian and other offices, as well as to help the party achieve a more sustainable and stable organization; and

8. That it shall not be accredited until the 2010 Sanggunian Freshmen Elections unless it submits all pertinent data and/or documents due its re-accreditation, otherwise the Commission shall assume its non-accreditation.

Pursuant to the powers vested in it by the 2005 Constitution of the Undergraduate Students of the Ateneo de Manila and its most recent amendments, and the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila Electoral Code ratified on January 11, 2010, the Ateneo Commission on Elections RESOLVED, as it hereby RESOLVES, to promulgate the accreditation of IBIG-Agila and its participation in the 2010 General Sanggunian Elections.

SPECIAL GENERAL ASSEMBLY FOR INCUMBENT SOSS REPRESENTATIVES AND ASPIRING FRESHMEN CANDIDATES IN CONNECTION WITH THE 2010 GENERAL ELECTIONS OF THE SANGGUNIAN

Promulgated: 20 January 2010

WHEREAS, under the Article V Section 5f of the Electoral Code, there shall only be one general assembly for aspiring candidates of the 2010 General Elections of the Sanggunian;

WHEREAS, under the Article XIV Section 3b of the Constitution, the COMELEC is vested with power to promulgate rules and regulations, as well as decisions and instructions, regarding previously stated matters by virtue of a resolution;

WHEREAS, the incumbent School of Social Sciences representatives, aspiring to run in the upcoming General Sanggunian Elections are also part of the team involved in the culmination of SOSS Week, which would take place simultaneously with the previously arranged General Assembly for Candidates by the Commission;

WHEREAS, the aspiring freshmen candidates have a departmental midterm examination in one of their core subjects, taking place simultaneously with the previously arranged General Assembly Candidates by the Commission;

NOW THEREFORE, pursuant to the powers vested in it by the 2005 Constitution of the Undergraduate Students of the Ateneo de Manila and its most recent amendments, and the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila Electoral Code ratified on January 11, 2010, the Ateneo Commission on Elections RESOLVED, as it hereby RESOLVES, to promulgate the special General Assembly for incumbent SOSS representatives and aspiring freshmen candidates to be held on January 27, 2010, Wednesday at 4:30-6:00 PM, in CTC-118.
