COMELEC RESOLUTION No. 042010
NON-ACCREDITATION OF Partido Ignacio RELATIVE TO THE 2010 GENERAL SANGGUNIAN ELECTIONS
Promulgated: 22 January 2010
WHEREAS, under the Memorandum of Agreement signed January 21, 2009, the two recognized political parties in the Loyola Schools, IBIG-Agila and Partido Ignacio, agreed to undergo the Performance Management System, in order to create a stable and functioning political party system in the Loyola Schools, among others;
WHEREAS, under the Memorandum of Agreement signed January 21, 2009, IBIG-Agila and Partido Ignacio shall create a truce where the Commission shall withhold their accreditation until the two political parties have satisfied the conditions in the said Agreement;
WHEREAS, in light of the recent termination of the Memorandum of Agreement signed January 21, 2009, the Commission has opened for the accreditation of the political parties;
NOW THEREFORE, after submitting all the requirements due an applying political party and a thorough interview, evaluation, and inspection, pursuant to the powers vested in it by the 2005 Constitution of the Undergraduate Students of the Ateneo de Manila and its most recent amendments, and the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila Electoral Code ratified on January 11, 2010, the Ateneo Commission on Elections RESOLVED, as it hereby RESOLVES, to promulgate the non-accreditation of Partido Ignacio for the following reasons:
1. That the party has failed to submit an updated database;
2. That the database submitted by the party, as part of the requirements set by the COMELEC, has been found to contain erroneous data, that is, including names of students:
a. who were never members of the party;
b. who resigned from the party; and,
c. who are no longer enrolled in the Loyola Schools;
3. That during the interview conducted with the Student Judicial Court, the party failed to convey its political ideology in more concrete terms,
4. That during the interview conducted with the Student Judicial Court, it was revealed that the party does not have a concrete application and retention system for its members,
5. That during the same interview conducted with the Student Judicial Court, the representatives of the party gave answers that are contradictory to their Constitution and Code of Internal Procedures.
The party is hereby prohibited from participating in the upcoming 2010 General Sanggunian Elections and shall not seek accreditation until fifteen (15) days after the said elections, as provided in the Electoral Code.
Furthermore, the party is advised to re-evaluate its systems, to review and be familiarized with the party’s Constitution and its by-laws, and to undergo the Performance Management System through the Office of Student Activities.
